•  No universally accepted definition exists

•  A useful definition:
“Waste is a left-over, a discarded product or material of marginal or limited value for the owner and which the owner wants to get rid of”

•  The definition suggests that waste depends on time (e.g. new products, war/shortage), location (e.g rural/small town vs. urban, climatic differences), culture (e.g food-wise), social conditions (e.g. poor vs. rich) as well as political regulations (e.g. fees on disposable items: bag, packaging etc.)

•  EU: Waste directive:75/442/EEC amended 18.March 1991 (91/156/EEC)

“Waste shall mean any substance or object in the categories set out in Annex 1 which the holder discards or intends or is required to discard”

•  Annex 1: European Waste Catalogue: Amended several times
